We have a new lodger and he’s a nightmare

We have a new lodger and he’s a nightmare to have around. He’s really dirty and we do have rules that he’s clearly breaking, such as smoking in the house. The other day I walked past his room and it was so obvious he was smoking something that smelled suspiciously herbal. It’s not my business whether he as enough cash till payday but as long as he pays the rent on time. But he does seem to be in a lot of the time, which makes me wonder how he makes his money…..I hope it’s legal is all I can say. And I also hope it isn’t connected in any way to the herbal smells.
